All children reading at early grade to the required benchmarks is made a national and urgent priority and addressed every level.

The goal of the National Campaign for Early Grade Reading is therefore that, by the end of 2020: All children reading at early grade to the required benchmarks is made a national and urgent priority and addressed every level.

Children :

are reading for at least 15 minutes outside school every day, and are asking parents and siblings to read with them and listen to them reading. The principal strategy to reach children will be directly through parents and teachers, at home and in school. At a local level, there will be information drives that focus on young children reading including locally-owned “festivals of reading”, posters for classrooms and children featured prominently in campaign materials and media.

Parents :

are engaged in literacy activities, both at home and school, sending their children to school right age, on time, for a full day. Parents will be targeted in particular through community radio broadcasts and engagement with the “school community” through SGAC members and school open days and events. Across the campaign, parents will be central to a “change makers” campaign strand that models desired behaviours targeting parental responsibility.

Teachers :

are making time in class for effective reading, are following teacher guides, encouraging children to take books home, and are assessing children’s learning, and sharing the results. Teachers will be given practical messages to support improved instruction in reading, from the teacher’s guide in particular, as well as broader messages on encouraging children to take books home through a variety of channels including “push” SMS, a key actions for better reading card/poster, and the creation of role models in the “change makers” campaign strand. A particular focus will be on LEGRA implementation from March and April 2020.

2020 marks a year of opportunity for the National Campaign for Early Grade Reading. The National Literacy Policy and its Strategic Plan will be ratified and ready for implementation. This represents the ideal scenario within which the National Campaign for Early Grade Reading can act as an implementation tool for the NLP.
